Councilman Frank DiCicco plans to take $424,647 in a lump sum retirement perk known as DROP - retire for a day - and then return to work as a Councilman. We don't need a study to tell us this is wrong.  DROP was never designed for elected officials.  There are many better ways $424,647 can be spent.  Here are a few examples:
